The license is based on the MPL v1.1 with an additional clause.

The MPL v1.1 license is libre but doesn't have a strong copyleft and
is not compatible with the GNU GPL[0] because of some additional
restrictions.

The additional clause to this variation of the license adds the
requirement to credit Moonrank USA LLC on the software startup screen.

Overall, yes, software licensed under the Moonrank Public License
Version 1.1 ("mrpl") can be considered libre, although it is not
recommended to use that license.
