Incremental Versioning for Deblob

I had a word with the Gentoo Kernel team regarding their decision to deprecate the "deblob" USE flag. Frequent updates of the deblob script under the same versioning is breaking Portage ebuilds. Shifting to an incremental "deblob-3.x.<increment or change something here>" can fix the issue and mark it for inclusion in Gentoo again.
