linux-libre-firmware 1.3

I'm announcing a new version of linux-libre-firmware.

Version 1.3 has an updated build toolchain and also marks the inclusion
of the AICA firmware, which is used to provide sound on the Sega
Dreamcast. The firmware was originally mentioned in Alexandre Oliva's
announcement of Linux-libre 4.17 [0].

The new version can be found in the normal places: In git [1] or as a
tarball [2], which which provides pre-compiled firmware for your
convenience.
