linux-libre-firmware 1.4

I'm announcing a new version of linux-libre-firmware.

Version 1.4 adds firmware for the ATUSB IEEE 802.15.4 USB Adapter [0]
and also provides updated versions of the AICA firmware, which is used
to provide sound on the Sega Dreamcast, and also of the ath9k_htc and
carl9170fw WiFi firmwares.

The new version can be found in the normal places: In git [1] or as a
tarball [2], which which provides pre-compiled firmware for your
convenience.
