Something based on Fedora would be good in the long run, but being able
to use the libre kernel build and revive the freed-ora-freedom package,
possibly under a different name seem good.  May also be good to indicate
supported hardware components (e.g. wifi) and allow crowd sourcing of
this through an easily editable wiki/static site.

Testing on a single board computer seems reasonable, though some choice
